Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2 (G-25) OR NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G-23) and deemed eligible for transfer to Health Program Administrator 2 (G-25) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications:
Experience in policy and program development and implementation in the health care area, including research, analysis and ongoing evaluation of data to determine policy impacts and progress in meeting programmatic goals; strong writing, verbal communication, interpersonal, and organizational skills; experience prioritizing goals and managing multiple projects; ability to work independently and as part of a team.

Duties Description The position is assigned to the Bureau of Narcotic Enforcement within the Office of Primary Care and Health Services Management, and the incumbent will assist in the development and implementation of programs, policies and standards related to the activities of the Bureau. These will include but are not limited to: review, interpretation, and maintenance of data to assist in programmatic decision-making; assist in review of and updating of legislation and regulations; conduct research and prepare policy briefs on emerging health care issues; meet with and make presentations to internal and external stakeholders pertaining to Bureau activities; assist in supporting the activities of the Bureau, and supervise staff carrying out Bureau activities.
