Minimum Qualifications This position may be filled pending DOB approval and is subject to DOB guidelines for processing personnel transactions. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations.
If mandatory rehiring lists exist for this title, appointment other than reassignment must be made from these lists. If there are no acceptors from these lists, appointment may be made using the following minimum qualifications
Eligible for Transfer under Section 52.6 of the Civil Service Law:
Candidate must have one year of permanent competitive service in a title allocated to G-16 or higher title designated administrative under Section 52.6 of the Civil Service Law.


Duties Description Under the supervision of a Business Systems Analyst 2 or a Taxpayer Services Specialist 3 the incumbent will perform the following essential functions:
• Assist with the day to day business analyst activities and functions that are centered on enterprise-wide services such as data analysis and modeling, procurement and contract services, online services and web applications, and electronic payment processing.
• Manage unit workload, priorities and progress, delegating where appropriate and according to skill level, to ensure that deadlines are achieved in a timely manner.
• Gathers information from internal and external customers, data and reports to establish business rules; documents new and changed business rules and user requirements; performs analysis of requirements; and monitors system performance by reviewing reports to determine modifications/enhancements needed.
• Perform moderately complex legal and technical research and analysis relative to new legislation, interpretation of tax laws, change requests, system issues, and tax form changes to draw conclusions using sound judgment and make quality decisions and recommendations.
• Assist in the development and execution of appropriate testing to validate the effectiveness of business rules, assists and participates in a range of test activities from preparing test documents and conditions to evaluating and reporting test results.
• Perform post implementation reviews in an organized manner to ensure system requirements have been met.
• Assist with the administration of third party service providers contract requirements for remittance processing, returns processing, controlled disbursement services and electronic processing services from initial procurement of services, through monitoring expiration dates, analysis and research of contract inquiries, change controls, invoices and amendments.
• Identify, evaluate and escalate issues and risks in a timely manner to the supervisor along with potential options for solution / resolution.
• Use tools to track and complete assignments effectively such as work plans, office software, defect tracking, databases, and reporting tools.
• Create oral and written reports and presentations to management
• Assist with creation of training materials and/or conduct training on new procedures, new software and tools.
• Complete staff performance evaluations and probationary reports providing feedback on performance and opportunities for growth, and assist in counseling and disciplinary actions as necessary.
• Communicate, orally and written, in a clear and concise manner and interacts professionally with all levels of staff throughout the Department, subordinate and levels above, with staff in other agencies and with 3rd party vendors.
• Perform with the highest level of integrity.
