52.6 TRANSFER QUALIFICATIONS: Candidates in a Grade 23 (or above) title designated as administrative may be eligible to transfer to this title under Section 52.6 of the Civil Service Law provided all other transfer criteria are met.

Duties Description The Business Systems Analyst 3 (BSA 3) will serve as the Unemployment Insurance Division’s (UID) lead analyst and will manage multiple on-going business process and information technology projects. The BSA 3 will function as the primary technical advisor to UID management staff in identifying and communicating the division’s business needs and ensuring all process and systems changes are in alignment with the division’s short term and long term strategic goals. Illustrative duties include, but are not limited to:

• Coordinates and elicits the cooperation of a variety of internal and external stakeholders on a broad range of complex business process and systems enhancements and development projects.
• Plans, organizes and assigns staff in researching, analyzing, documenting and defining business requirements.
• Develops functional solutions to address business needs.
• Communicates business needs to a range of internal and external stakeholders; and validating, testing and implementing changes to existing business processes.
• Continuously evaluates UID systems and processes to enhance the Division’s ability to fulfill its mission; boost efficiency and productivity; improve customer service; generate cost savings and ensure changes to the Division’s IT systems and operational processes are in alignment with its strategic goals and the Governor’s Lean Initiative.
• Assesses fiscal implications, operational impact, implementation issues and potential organizational benefits in developing recommendations and providing reports for UID management and Executive staff.
