Minimum Qualifications This position requires a New York State Professional Engineer License and current registration. In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Promotional examination are:
A valid NYS Professional Engineer’s License with current registration and one year of permanent competitive service as an Assistant Engineer (Civil/Transportation).

The minimum requirements for taking the Open Competitive examination are:
A valid NYS Professional Engineer’s License with current registration.

Preferred Qualifications:
One year of professional engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.

*Under the New York State Education Department guidelines, all professional engineers must practice in their area(s) of competency or they may be subject to disciplinary action.

Duties Description • Investigate and analyze claims against the State, including Contract Claims, Tort Claims, Appropriation Claims, and Small Claims.
• Research and assemble evidence and relevant records relating to individual claims.
• Confer with other Department Engineers and Managers to obtain information and to ascertain Department Standards, Policies, Methods and Procedures relevant to the claim.
• Prepare comprehensive reports with an engineering analysis of the claim and aids in formulating the Department’s position regarding trials, settlements, and appeals.
• Coordinate defense of the claim with Department Attorneys and the Attorney General’s Office. Prepare graphs, illustrations, and exhibits.
• When indicated, attend examinations before trial, advise trial attorneys on the engineering aspects of the evidence, and assist in formulating questions for the witnesses.
• Perform independent estimates and evaluations of claimed costs and assists auditors.
• Engage and confer with expert witnesses and outside consultants when necessary.
• Assist the Department in the evaluation of construction claims and matters regarding alleged design errors, utility interference, extra work, delays, and interferences. Reviews Construction Critical Path Method Schedules for contract delay claims.
• Note trends in claims and make recommendations for revisions of contract specifications and Department Policies and Procedures.
• Work cooperatively with Department Attorneys on a wide variety of Department business matters and cases in support of a team approach.

Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
