Minimum Qualifications For permanent appointment: Candidates may be eligible for 52.6 transfer to this position if they have at least one year of permanent competitive service in a 52.6 eligible title at the Grade 21 level or higher.

Candidates whose score is reachable on the Senior Administrative Assistant eligible list may also be considered for permanent appointment.

Duties Description The Director of Snowmobile Program is primarily responsible for implementing the state’s snowmobile program, which includes but is not limited to developing and implementing a grant program, reviewing and approving applications for funding, safety and education training and law enforcement training. The position also requires managing and maintaining snowmobile and related equipment owned by the agency and requires the operation of snowmobiles for demonstration, training and other purposes consistent with established safety standards. Currently, the position supervises between two and three employees. The program manages approximately $5M annually. This position is based in Albany, and requires travel which may be significant at times; as well as working with and developing cooperative relationships with various partners and stakeholders, including but not limited to funding applicants (±260), the NYS Snowmobile Association and the International Association of Snowmobile Administrators. The position also requires fielding questions and inquiries from state, county and local government entities, legislators and other elected officials.

Additionally, the position is currently responsible for serving as the primary agency contact to coordinate requests for placement of cellular towers on agency property through a statewide contract which is held by the NYS Police. Working in conjunction with State Park regions, the position is responsible for assessing and evaluating requests to install cell towers/sites on state park property including, but not limited to assessing the appropriateness for the location and ensuring environmental, historic and SEQR reviews are completed if necessary.

The Director of the Snowmobile Program also serves as a member of the OPRHP Emergency Support Team and may be assigned on occasion to the State Emergency Operations Center during emergencies.

Additional Comments Particular consideration may be given to candidates who possess experience in the following areas: 1) Experience administering / managing a snowmobile club / program; or 2) Experience in writing and developing grant requests for funding, or experience in the review, approval and management of grant requests for funding; or 3) Experience developing and managing a budget, supervising staff and/or managing a complex program area within OPRHP. The candidate must be able to occasionally work after-hours, including evenings, at night and / or weekends.
