Minimum Qualifications Candidates must be reachable for appointment on the current Civil Service List or eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
• Participation in all matters relating to the development of Prior Property Approval packages to ensure revenue generation for the development and continued operation of all NYS Voluntary Operated program sites (including new development, relocations, conversions, rehabilitation and lease renewal projects)
• Provide staff supervision to POS 2 employees
• Implementation of expense control procedures in compliance with established guidelines, thresholds, and Caps
• Conducting Property Close-Outs including review and verification of cost documentation
• Confirmation of expenses/finance charges on approved capital projects
• Liaison with all OPWDD/NYS Control agencies
• Provide technical guidance and training to staff, DDRO and providers to prevent and resolve operative issues relating acquisitions, leasing and financing
• Analyze and evaluate financial data and propose capital refinancing options for existing voluntary operated program sites, including related cost savings for reinvestment purposes
• Prepare analytical and statistical reports as requested by management; maintain various databases
• Participate and make recommendations in all matters relating to the development of PPA packages
• Develop, update, and/or revise the unit’s policy and procedure manual and standard forms
• Perform other duties and assignments as requested by Assistant Director.
