Duties Description The Bureau of Cost and Revenue Solutions (CARS) is responsible for a variety of functions, including supporting the development of rates for services provided in OPWDD-operated institutional and community based programs, as well as implementing a Cost Allocation Plan (CAP)) to support reimbursement of costs associated with administering the service system. The payments generated by these sources directly finance OPWDD operations and support bonded capital costs. This position will play an essential role in providing management support and direction to CARS, specifically as it relates to the annual preparation of OPWDD’s certified Consolidated Fiscal Report.


PRIMARY DUTIES AND RESPONSIBILITIES:

• Manage and oversee the completion of OPWDD’s annual agency-wide cost report (Consolidated Fiscal Report) within timeframes established by the federal government;
• Annually review, revise and implement policies and procedures to ensure OPWDD’s annual cost finding/cost report is prepared in accordance with the Consolidated Fiscal Reporting and Claiming Manual; the Medicare Provider reimbursement Manual – Publication 15; and OPWDD’s approved Cost Allocation Plan;
• Manage and oversee the maintenance of coding infrastructures and databases, including URC codes for accumulating employee work effort and associated Personal Service expenditures, program codes and operating certificate numbers to accumulate costs and units of service by program type and/or by site; and databases for tracking Personal Service; Non Personal Service; and the Capital Asset Depreciation System used to track/depreciate the acquisitions and/or improvements to assets;
• Supervision and direction of 5-6 subordinates (lower-level Health Care Fiscal Analysts and other staff);
• Act as liaison with independent CPA firm engaged to certify OPWDD’s annual CFR;
• Assist with development/maintenance of CARS Internal Controls;
• Participate in State Plan Amendment and NYS Waiver Amendment process as it pertains to State Operations;
• Participate in internal and external meetings including those with State and Federal oversight agencies; and
• Assist management on other issues/assignments, as needed.
