Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

The Business Systems Analyst 3, Grade 25, will oversee activities related to building capacity to support Business Intelligence (BI) projects and initiatives throughout OPWDD and develop data solutions for policy implementation and decision making as the agency focuses on system transformation.

Duties include, but are not limited to, the following:
• Lead business transformation and system modification and development efforts for OPWDD, utilizing business analysis modalities to elicit, describe and maintain requirements in comprehensive written documents, develop functional solutions, and test application changes;
• Develop a comprehensive agency-wide strategic plan and build agency capabilities to translate policy goals and objectives, the candidate must develop an understanding of OPWDD business processes and program needs as well as data and reporting needs;
• Write agency business analysis standards and process documents to define business objectives, scope of the projects, define detailed requirements, and support implementation;
• Lead the internal agency implementation of BI; perform business analysis to integrate BI technology with policy and program information essential for OPWDD’s continued efforts towards greater use of data and systems, to improve both internal and external reporting and increase transparency for stakeholders;
• Define requirements for OPWDD dashboards, consulting OPWDD units to gain an understanding of their operational, strategic, and executive reporting needs; work with agency staff and leadership to make policy decisions to determine critical data to be included in agency dashboards; design and support dashboards;
• Act as a primary liaison with ITS, assisting in communication and prioritization of OPWDD IT projects; coordinate with NYS ITS to guide the development of required IT resources for OPWDD; communicate with ITS staff to help translate and implement OPWDD policies into dashboard solutions;
• Responsible for support, development and maintenance of documents related to business requirements and business process models using recognized business analysis techniques (i.e. Data Flow Diagram, Business Process Model, Context Diagram) on various projects and initiatives;
• Perform process improvement with “As-Is” and “To-Be” analysis;
• Provide necessary support with the Oracle Business Intelligence software (OBIEE);
• Evaluate the outcomes of system testing and confirm that the results are consistent with the system or business process specifications;
• Assist in the development of requirements for existing system fixes and enhancements and perform analysis for developing systems;
• Lead the implementation of Master Data Management across the agency;
• Support OPWDD staff using BI ad hoc tools, and develop a BI community of interest to support BI utilization;
• Lead meetings with key OPWDD and ITS staff to discuss progress of projects and initiatives; present various documents that summarize the effectiveness of business processes and determine whether those processes are meeting the desired performance measures;
• Assist users in defining reporting needs and support creation of reports for mandatory grant, state and federal reporting.
