Minimum Qualifications Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law OR be reachable for appointment on the Civil Service eligible list for Human Resources Specialist 3 (Labor Relations).
Duties Description Under the direction of the Director of Human Resources, the incumbent of this position will manage and administer all labor relations activities for the NYS Canal Corporation (Canals). Duties of this position will include, but not be limited to, the following:
Advises the Director in the development of policy and procedures.
Negotiates contracts as a member of the Canals labor negotiating team.
Provides employee grievance and discipline administration utilizing Civil Service Rules, Law and collective bargaining agreements for employees statewide.
Provides training and guidance to program managers on grievance, counseling and disciplinary matters.
Conducts investigations, interviews and interrogations as required, including those for employee misconduct or incompetence.
Represents management on agency-level labor management committees.
Manages the performance evaluation program.
Trains Human Resources Specialist 1 staff in labor relations matters.
Travels to field locations as necessary (approximately 20%).
Special projects as assigned.
