Minimum Qualifications MINIMUM QUALIFICATIONS:

• In title Human Resources Specialist 1, SG-18;

• Eligible to 52.6 transfer. To qualify for a permanent appointment under Section 52.6, candidates must have one year of permanent competitive service in a title designated as 52.6 transfer eligible.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

Under the supervision of a Human Resources Specialist 2, this position will be assigned to provide professional services for a specific number of teams, and will supervise a major portion of a personnel function, such as time and attendance; workers’ compensation; employee benefits; and medical leaves. Specific duties include:

The preparation and processing of personnel transactions needed to make appointments and change an employee’s employment status.

As assigned, will participate in employee recruitment and retention activities.

Serve as a consultant/liaison to assigned program areas (managers and employees), as well as the Unions.

Review formal counseling memos and reassignment forms written by supervisors to ensure they are accurate and complete.

Supervise and serve as the expert for assign Personnel function, which may include time and attendance, list management, medical leaves and employee benefits.

Assist with development of spreadsheets to track performance evaluations, postings and other HR related information.

As assigned, will perform Labor Relations duties, including contract interpretation, routine labor relations issues, grievances, and training on disciplinary processes.

• Excellent oral and written communication skills are required, as is the ability to quickly and effectively move between tasks.

• Tenacity and persistence are needed to fully research a matter and get others to provide the information that is needed to close an issue.

• Recent aptitude with Microsoft Office Software to develop spreadsheets and Word documents, as well as some familiarity with Access.

• Ability to use a computer to type letters, e-mails and maintain your calendar.

• Ability to read and comprehend technical information and apply it and/or explain it in simple terms to others.
