Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.

Two years of experience as a Maintenance Supervisor 1, SG-14 or higher salary grade in operations and maintenance to include direct supervision of two (2) or more employees.

OR

Four years of experience in a maintenance title series as an SG-12 or higher salary grade to include experience supervising two (2) or more employees, on at least three (3) large scale projects.

OR

An Associate’s degree or higher in a related field of study and four (4) years of experience supervising facilities and operations staff of a large facility or complex (comprised of 75,000 square feet or larger).*

AND

Must have and maintain a valid driver’s license to operate a motor vehicle in the State of New York. May also be required to acquire and maintain a military driver’s license to operate military vehicles and equipment in accordance with NGB standards to include medical evaluation requirements – current and as amended.

Must be at least 18 years of age and have a high school diploma or GED.

In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required – especially at Air Bases when flight line access requires SECRET.

Must be comfortable working at heights such as climbing ladders, working on scaffolds, platforms and lifts.

Must be able to push, pull, lift and carry heavy objects and equipment (50+ lbs).

Must be able to work outside in various temperatures and inclement weather for extended periods of time.

Must be able to work in confined spaces in accordance with training and duty requirements.

Must be able to read and write in English.

Must be familiar with and be able to independently use commonly utilized software programs such as Microsoft Word and Excel.

Required to have or successfully complete within 90 days of receiving computer access, all SFS, SLMS and other computer training as related to position duties.

* Other combinations of education and work experience, including military, may be considered with a minimum combined total of eight (8) years of experience where at least six (6) included comparable facility supervision. Candidate must demonstrate direct relevance to the job duty requirements noted above.

At all times, the employee MUST maintain minimum standards in accordance with current and as amended agency, statutory and NGB requirements and directives; failure to do so will subject the individual to disciplinary action, up to and including termination.

The Maintenance Supervisor 2 is responsible for the supervision, coordination and technical support of new construction, maintenance, repair, renovation, and alteration required for the facilities to which they are assigned; to include utility and mechanical systems as well as buildings and grounds. The Maintenance Supervisor 2 will also be required to perform skilled and semiskilled duties within the maintenance series.

The position performs responsibilities in accordance with National Guard Bureau (NGB) standards (and where applicable those requirements of the Master Cooperative Agreement between the NGB and the DMNA), as well as agency and labor contract duties and responsibilities – current and as amended. The position may report to state and/or federal supervisory personnel.

Duties and responsibilities may include but are not limited to the following:

• Communicate with staff and supervisors in a clear and concise manner regarding maintenance projects, improvements to operating procedures, and discussions of maintenance and scheduling problems. Required to provide supervisors with proposed resolution and generate periodic status reports of maintenance activities.
• Plan, supervise and provide technical direction, hands on assistance and instruction to subordinate staff. This includes establishing work priorities; developing work schedules; implementing applicable rules, standards and policies; evaluating performance; and coordinating the various activities performed by the staff or contractors.
• Administer purchasing requirements for assigned facilities in coordination with DMNA Budget and Finance (MNBF) Purchasing Unit.
• Reconcile all purchasing and travel records through the Statewide Financial System (SFS).
• Coordinate with State Human Resources (MNHS) regarding hiring, counseling, discipline and other personnel related matters.
• Performs general grounds maintenance tasks such as clearing sites, mowing lawns, cutting brush and wood, trimming and removing trees and shrubs, maintaining roads and sidewalks, snow and ice removal, collection/pick-up of trash and other obstructions from the building and surrounding areas.
• Will perform supervisory duties at assigned facility/s including but not limited to training, direct supervision, complete performance evaluations of subordinate staff, ensure adherence to statutory and agency policies and procedures, etc. May fill-in for supervisor during absences as needed.
• Will assist with and be responsible for all repairs and upkeep of facility structures and building systems from foundation to roof; interior and exterior.
• Must have working knowledge of applicable building and construction code and health and safety regulations.
• Periodic overtime will be required – especially during winter months.
• May be required to provide oversight and supervision at other armory facilities when operational needs require.
• When applicable, will assist with Non-military Use Program (NMU) requirements.
• Will be required to utilize all computer software and databases to maintain facility operations information – minimally Microsoft Word and Excel, SFS and the Statewide Learning Management Systems (SLMS).
• Complete and attend training as required.
• Periodic travel may be required to include in-state and out-of-state using various modes of transportation – such as for training, operational coverage, or other requirements related to duties.
• Other job duties as assigned.
