Minimum Qualifications This position requires a New York State Professional Engineer License and current registration. In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.
The minimum requirements for taking the Promotional examination are:
A valid NYS Professional Engineer’s License with current registration and one year of permanent competitive service as an Assistant Engineer (Civil/Transportation).
The minimum requirements for taking the Open Competitive examination are:
A valid NYS Professional Engineer’s License with current registration.
Preferred Qualifications:
One year of professional engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.
*Under the New York State Education Department guidelines, all professional engineers must practice in their area(s) of competency or they may be subject to disciplinary action.
Duties Description The incumbent will be required to provide design or construction project management services in support of the Department’s capital program. Candidates are not expected to have expertise in all the duties below.
Under the supervision of a Professional Engineer 2, duties may include, but are not limited to:
• Support Major Design-Build Projects: coordinate with Construction and Design Project Managers in the field, to interpret policy, avoid disputes and deliver quality projects on-time and on-budget.
• Develop Request For Proposal (RFP) documents for Design-Build projects in coordination with design consultants and regional staff.
• Plan and schedule projects; review work for compliance with schedules, procedures and guidelines; resolve difficult or complex time related project problems during the lifecycle of the project. This includes all Capital Program projects, but a focus will be on high priority projects.
• Support Regional Design and Construction staff, construction project Field Office staff, Consultant Inspection and Contractor’s staff: provide guidance and implementation of Oracle Unifier and Primavera P6 for the submission, review and approval of CPM Progress Schedules and the review of time-related issues & disputes.
• Perform consultant management duties in support of consultant contracts for Statewide Design and/or Construction Support Services and CPM Scheduling Support services.
• Prepare, update, and/or review Engineering Instructions, Engineering Bulletins, policies, procedures, guidance, special specifications, and training manuals related to project management and construction contract administration.
• Represent the Project Management Office in a variety of work teams to develop and improve program and project management policies, procedures, guidance, and manuals.
• Coordinate with the Office of Information Technology Systems and Third Party Hosting companies in managing software applications that support project management activities.
The preferred candidate will also possess the following skills:
• Excellent oral and written communication skills.
• Ability to negotiate fairly and resolve conflicts.
• Ability to research, compile, organize, analyze and evaluate information from a variety of sources and prepare recommendations and proposals.
• Ability to perform routine travel, including travel to Regional Offices, and project Field Offices (including overnight trips as necessary)
• Ability to conduct meetings, and make presentations to groups.
• Experience & knowledge of the planning, design, construction and maintenance of highways and transportation facilities is essential.
