Minimum Qualifications Bachelor’s Degree from accredited college or university desired; Excellent oral communication, interpersonal and advanced writing and editing skills; Basic knowledge of health benefit plan design and administration, insurance, finance or other related field; Past experience dealing with public employee unions a plus; A satisfactory equivalent combination of appropriate experience and education as determined by the New York State Governor’s Office of Employee Relations.
Duties Description Under the general supervision of the Employee Program Manager, the Employee Program Associate of the Employee Benefits Management Unit (EBMU) will support the State teams which negotiate health insurance contracts with the State employee organizations (unions). The incumbent will participate on several Labor-Management Committees on health benefits to assist and oversee the implementation of negotiated agreements and help manage a benefit plan for Management/Confidential employees. Duties include, but are not limited to: • Support the State negotiating team in collective bargaining with several of the State Public Employee Unions. Work with the Employee Program Manager to research and prepare cost benefit analyses for use by the State team. Cooperate in the development of strategies and proposals for negotiations. • Assist State management on specified Joint Labor-Management Committees on Health Benefits. Support the implementation of negotiated agreements regarding health benefits and investigate and resolve employee problems in applying for and receiving health benefits.
• Serve on the Joint Labor-Management Health Maintenance Organization (HMO) Workgroup which reviews and acts on the applications from HMOs for inclusion or continuation in the New York State Health Insurance Program (NYSHIP). • Serve as a staff member for managed care cost-containment programs such as the Home Care Advocacy Program and the Managed Physical Medicine Program. Assist in developing requests for proposals, evaluate and rate vendor proposals, monitor and report on vendor performance, resolve problems for individual participants and suggest improvements to prevent problems. • Cooperate with the Department of Civil Service and State employee unions in the administration of the comprehensive benefit programs for several of the State’s public employee unions and Management/Confidential employees.
