Minimum Qualifications MINIMUM QUALIFICATIONS:

All Candidates who apply must currently be in title OR reachable on the Civil Service eligible list OR eligible for transfer pursuant to Section 70.1 of the Civil Service Law
PREFERED QUALIFICATIONS:
• A Master’s degree in a human service related field (i.e., social work, psychology, etc.) and minimum of two (2) years’ experience working with people who have Developmental Disabilities
• Three or more years of supervisory experience with at least one (1) year supervisory experience supervising staff at multiple locations
• Experience administering the Coordinated Assessment System (CAS) and/or other interview based assessments
• Display strong writing, verbal communication, interpersonal, and organizational skills.
• Possess the ability to work independently
• Have a working knowledge of and be proficient in the use of a computer
• Possess a valid NYS driver’s license

Duties Description POSITION DESCRIPTION:

The Coordinated Assessment System (CAS) is the OPWDD needs assessment tool. Implementation requires that every person receiving OPWDD services be assessed using the CAS. Reassessments will be need to be scheduled on a regular basis to keep the information updated. The CAS will be crucial to informing rate rationalization and assisting in determining the funding needs of each person served by OPWDD. The POS 3 will be an integral part of the supervisory team and as part of their duties, help provide the level of close supervision and direction required to maintain the quality/integrity of these assessments.
PRIMARY DUTIES AND RESPONSIBILITIES:

Under the supervision and direction of the Statewide CAS Operations Manager (DDPS IV) the POS 3 will be responsible for directly supervising the 3 DDPS I CAS Assessor Supervisors. In addition to directly supervising the 3 DDPS I staff and providing guidance related to CAS daily operations, the POS 3 will:

• Assist with the development of the CAS-based rate rationalization model, in collaboration with contract vendors
• Assist in development of the Children’s version of the CAS and facilitate training assessors in the use of that tool upon its completion
• Have broad responsibility for addressing statewide issues concerning the CAS, including but not limited to: stakeholder questions and concerns, daily operational issues, interfacing with senior Central Office administration, addressing IT builds, keeping policy development staff informed the of ongoing relevant field issues, and maintaining the necessary workforce to successfully maintain continued quality CAS operations.
• Assist the DDPS IV in interfacing with and providing direction to the contract vendors providing field support to the CAS Operations team
• Interface with IMU and other OPWDD units as needed.
• Provide for continuity of training and supervision and administrative backup, should other senior supervisors/administrators be unavailable due to illness, retirement from service, et cetera.
• Other duties as assigned
