Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must be reachable on the current Civil Service eligible list (PATT or PCO) or be eligible to 52.6 transfer. To qualify for a permanent appointment under Section 52.6, candidates must have one year of permanent competitive service in a title designated as 52.6 transfer eligible. To qualify for a permanent appointment under Section 70.1, candidates must have one year of permanent competitive service in a title designated as 70.1 transfer eligible. Some examples of qualifying titles include Administrative Aide, Agency Program Aide, Head Clerk Personnel, Jobs Program Specialist, Labor Services Representative, Office Assistant 3 Calculations, Office Assistant 3 Human Resources, Payroll Examiner 2, Secretary 2.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
Assist program areas with staffing and recruitment
• Work with program managers to create internal and external job postings;
• Vet candidate resumes to ensure they qualify for the position;
• Request and canvass eligible lists; review eligible list responses and provide list of acceptors to program area;
• Partner with Civil Service to effectuate provisional, noncompetitive, and 55 B/C appointments.
Prepare classification and earmark removal requests
• Run various reports identifying available items;
• Perform research to ensure job duties are appropriate to the title proposed;
• Collaborate with program managers to gather necessary elements of the request, such as an organizational chart, position justification and duties descriptions;
• Answer questions or concerns raised by Civil Service in order to effectuate approval of the request.
• Assist with exam planning activities.
• Attend scope conferences, as needed;
• Gather statistical information necessary to analyze effectiveness of the last examination;
• Hold pre-scope meetings with program managers and subject matter experts to discuss how previous examination qualifications and test plans impacted the candidate pool;
• Make recommendations to Civil Service for changes in the exam plan and qualifications as necessary;
• Facilitate collaboration between Civil Service Testing Division and program area subject matter experts regarding review and/or development of test questions.
• Assist with special projects, as needed.
• Represent agency interests at external meetings with various control agencies, as needed.
PREFERRED QUALIFICATIONS:
Communicate well both orally and in writing and ability to multi-task. Proficiency in Microsoft excel, access and power point.
Additional Comments • All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
