Minimum Qualifications The Highway Safety Equipment Technical Supervisor is responsible for managing the daily operations of the Office of Public Safety's Highway Safety Technology Unit, including the supervision of Highway Safety Equipment Technicians and support staff. Duties include:
• Directs and develops maintenance schedules for highway safety equipment and sets priorities for scheduled maintenance;
• Performs and/or directs the necessary repair, and required certification of evidentiary equipment;
• Plans and implements changes in existing policy and procedures governing the work of the Office of Public Safety's Equipment Maintenance Center;
• Ensures procurement of repair and replacement parts for highway safety equipment;
• Manages the daily operations of the Highway Safety Technology Unit (HSTU) including the supervision of Highway Safety Equipment Technicians;
• Monitors use, maintenance, and repair of instruments in the field and makes recommendations regarding changes;
• Establishes and evaluates performance measures of technical work performed by technicians and technical support staff;
• Provides technical assistance to prosecutors regarding the use of alcohol measuring devices and other technical instruments to capture and record arrest data used as evidence in alcohol related court trials and other trials and other court matters arising from and related to instruments handled by the Unit;
• Testifies in court proceedings as an expert witness regarding the various instruments handled by, procedures of, and matters and issues handled by the Unit;
• Participates in formulating policy regarding certification of highway safety instrument and represents agency at conferences, seminars, symposia, and other like events on alcohol and speed detection instrument operation, repair, and certification; and
• Approximately 10% travel is required.
Duties Description Promotion:
One year of experience as a Highway Safety Equipment Technician 2, SG-19 or two years as a Highway Safety Equipment Technician 1, SG-15, and sixty college credit hours, with a minimum of eight college level credit hours in Chemistry. Must become licensed by the New York State Department of Health as a Technical Supervisor, as per 10 NYCRR Part 59.9 within 18 months of appointment.
Non-Competitive:
Bachelor’s Degree in the Natural, Physical Sciences, Computer Science, a minimum of eight credit hours must be in Chemistry, and three years of progressively responsible experience* in the field of Breath Alcohol Testing, Drug Chemistry, Biological Sciences, Toxicology or comparable field. A Master’s Degree in a Natural, Physical Science or Computer Science may be substituted for one year of the experience. Must become licensed by the New York State Department of Health as a Technical Supervisor, as per 10 NYCRR Part 59.9 within 18 months of appointment.
*Qualifying Experience: Experience must be in the scientific fields of Breath Alcohol Testing, Drug Chemistry, Biological Sciences, Toxicology or comparable field, wherein pharmacological and/or biological testing is administered. This experience would likely encompass the use of scientific instruments with a general understanding of proper maintenance and calibration protocols. A sound foundational knowledge of scientific principles lending to credibility and legal defensibility is required as the individual will be expected to provide courtroom testimony regarding practices and protocols.
