Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the examination are:
You must be a qualified employee of the New York State Department of Transportation and have had three months of PERMANENT competitive, non-competitive or 55-b/55-c service as an Engineering Geologist, Engineering Materials Analyst, Junior Engineer, Senior Drafting Technician (General), Senior Drafting Technician (Structural), Senior Engineering Technician, and Senior Engineering Technician (Soils). After one year of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Duties Description Under the direction of a higher-level supervisor, the candidate will perform technical work related to the design and construction of highways, bridges, buildings, dams and other facilities.

Duties may include, but are not limited to:

• Performing complex laboratory or field tests.
• Performing computations and cost estimates in support of design activity.
• Supervise a soil survey or field testing unit.
• Training subordinates to perform calculations, making maps and plans, conducting tests, evaluating results and performing field work/inspection.
• Checking test reports of subordinates for completeness and accuracy.
• Maintaining and verifying equipment is in proper operation condition.
• Participating in the development of new tests and the modification of existing tests.
• Occasionally traveling statewide to collect and analyze field data.
• Performing other duties, as required.

Responsibilities also may include participating within the Incident Command System to support the department’s response to regional and statewide emergency situations.
