Minimum Qualifications MINIMUM QUALIFICATIONS:
Promotional/Provisional: To qualify, candidates must have one year of service as a Human Resources Specialist 1.
OR
Transfer: To qualify for 52.6 transfer, candidates must have one year of permanent competitive service is a Grade 18 or higher in a title designated as 52.6 eligible.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 120,000+ individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty.
The Employee Relations Office (ERO) is responsible for the administration of bargaining unit contract agreements with the public employees unions, (CSEA, PEF, NYSCOPBA and Council 82). ERO represents the OPWDD’s Commissioner in the administration of collective bargaining agreements with more than 20,000 state employees. ERO oversees the statewide disciplinary processes of OPWDD employees, answers and resolves grievances, provides advice to human resources professionals related to contract administration issues, offers training to human resource professionals and supervisors on Employee Relations issues such as performance evaluation, grievances, counseling and discipline.
Under the supervision of the Assistant Director of Employee Relations, the Human Resources Specialist 2, Labor Relations will:
• Function as the Statewide Workplace Violence Coordinator and will be responsible for conducting site visits and assessing each Office’s local Workplace Violence Prevention Risk Assessment Plan. They will also be the Domestic Violence Liaison and ensure agency wide implementation of the Domestic Violence Policy as well as be a key responder for any incidents that arise in Central Office.
• Provide direction and advice to supervisors on concerns raised by union representatives and requests for policy or contract interpretation by managers.
• Review and analyze investigation reports, issue Notices of Discipline.
• Attend meetings, oversee projects, and assignments and offer advice and strategy on policy-making issues.
