Minimum Qualifications MINIMUM QUALIFICATIONS:
Promotional/Provisional: To qualify, candidates must have one year of service as a Human Resources Specialist 2, Labor Relations.
OR
Transfer: To qualify for 52.6 transfer, candidates must have one year of permanent competitive service is a Grade 23 or higher in a title designated as 52.6 eligible.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 120,000+ individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty.
The Employee Relations Office (ERO) is responsible for the administration of bargaining unit contract agreements with the public employees unions, (CSEA, PEF, NYSCOPBA and Council 82). ERO represents the OPWDD’s Commissioner in the administration of collective bargaining agreements with more than 20,000 state employees. ERO oversees the statewide disciplinary processes of OPWDD employees, answers and resolves grievances, provides advice to human resources professionals related to contract administration issues, offers training to human resource professionals and supervisors on Employee Relations issues such as performance evaluation, grievances, counseling and discipline.
Under the supervision of the Assistant Director of Employee Relations the Human Resources Specialist 3, Labor Relations will be responsible for:
• The Labor Relations operations of one or more Developmental Disabilities Service Operations Offices (DDSOO),
• Liaison with Governor’s Office of Employee Relations on Grievance Arbitrations, PERB related matters,
• Provide direction and advice to supervisors,
• assist with concerns raised by union representatives and requests for policy or contract interpretation by managers.
• Conduct investigation into employee misconduct
• Review and analyze investigative reports of serious incident
• Issue disciplinary charges, represent and advocate for OPWDD at disciplinary hearings and resolve disciplinary cases through settlement or binding arbitration
• Participate in agency level and labor management meetings and subcommittees formed to handle specific issues or functional areas.
• Attend meetings, oversee projects, and assignments and offer advice and strategy on policy-making issues.
