Minimum Qualifications • For permanent appointment you must currently be employed by New York State and have permanent or contingent permanent status title as a Business Officer 1 or be eligible for transfer pursuant to Section 52.6 of the Civil Service Law.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
Manages and directs Business Office operations and support services: (purchasing, accounts payable, internal audit, stores, communication, etc.); directs Contract management activities in coordination with the contract HUB. Evaluates staffing and workload and effects organizational changes as necessary. Prepares staffing proposals and job descriptions.
Prepares the NPS Spending Plan; reviews Spending Plan requests and authorizes decentralized budget allocations, monitors expenditures and meets with department managers as necessary; reallocates funds as necessary.
Coordinates the DDSO Spending Plan process; solicits input from managers, evaluates the DDSO Spending Plan and analyzes DDSO program needs; prepares justifications and cost analyses to support funding requests; prepares documents and presentations for Spending Plan meetings with OMRDD.
Develops the Capital, Minor Maintenance, Special Fund Estimate and Motor Vehicle Budget requests. Recommends vehicle assignments and oversees related activities.
Prepares and implements a Plan of Correction for deficiencies cited in OSC, OMR audits/internal control reviews and Health Dept. Surveys.
Develops written policies and procedures; plan and conducts Business Office training for supervisory staff and others.
Monitors Personal Services expenditures; suggests actions to reduce expenditures; participates on the DDSO Staffing Committee.
Works with DASNY regarding property management and/or State Owned Community Property matters, (i.e. lease renewals, amendments, landlord issues etc.).
Liaises with Central Office on space utilization of the OD Heck facility. Serves as the primary liaison with all campus tenants. Reviews/approves facility use, including short-term permits; issues facility use schedule on a regular basis.
Participates in special projects, (i.e. Quality of Worklife, Voluntary Agency takeover, etc.); may chair certain committees: Community Development, Community Office Relocation, Spending Plan, etc.
Additional Comments ADDITIONAL QUALIFICATIONS:
• Family and household member relationships: OPWDD policy may impact eligibility for this position. • CAPA: Must be cleared by the NYS Central Register for Child Abuse and Maltreatment, if position requires working with minors and not previously cleared.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

If you are employed by state government you may be able to receive loan forgiveness under the Public Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
