Minimum Qualifications MINIMUM QUALIFICATIONS:
One year of experience as a skilled tradesperson with appropriate experience which will vary based on the assigned responsibilities in the mechanical, electrical, building or other trades subsequent to the completion of an apprenticeship or equivalent training and experience.

Duties Description POSITION DESCRIPTION:
The incumbent is a working supervisor who oversees and provides direction to skilled and semi-skilled maintenance trades people, both in-house and outside contractors and oversees maintenance activities from development to completion. The incumbent will oversee a regional project crew consisting of 7 tradesmen in the renovations of community residences needed for fire safety upgrades of properties and to meet other operational needs of the district.


PRIMARY DUTIES AND RESPONSIBILITIES:
• Works under the direction of Plant Superintendent and/or Maintenance Supervisor 3 or 2.
• MS-1 supervises and provides technical direction to a maintenance crew consisting of skilled and semi-skilled tradesmen in the building, mechanical, and electrical trades performing building maintenance, repairs, construction, and installation activities in multi-county residential community properties.
• Reviews job orders, blueprints, and specifications and order material and supplies to have material on hand for each phase of project.
• Ability needed to assure lay out and performance of work meets written specifications and drawings.
• Ability to coordinate and phase work on a multi-trade project, utilizing both in-house staff as well as outside contractors on projects so as to efficiently complete the task.
• Provides direct supervision to in-house tradesmen in a variety of construction trades.
• Utilizing a computerized work order system, assigns job tasks to maintenance staff, prepares and maintains records of work performed and completed and accounts for labor and material used.
• Prepares written specifications for jobs ensuring needs of the district are met and specification is written in accordance with all applicable codes.
• Observes and inspects work while in progress and when completed ensures that specific codes and regulations are followed, materials and equipment are used properly, schedules are met, and work is performed according to plan.
• Provides construction oversight on work performed by outside contractors ensuring work performed meets industry standards and related codes.
• Periodically prepares standard written evaluations of the work performance of subordinate employees.
• Conducts pre-bid site visits with potential contractors utilizing written specifications ensuring clear direction is provided for accurate bids.
• As assigned, monitors and oversees the Community Minor Maintenance Program, including open and concise communications with central office personnel.
• Requires daily travel within the district.
• May require some travel within NY State to assist other districts with special projects.
• Candidate will be trained in the operation and maintenance procedures as related to Asbestos Containing Materials.
• Maintains records of labor hours and material costs associated with specific projects.
PREFERRED REQUIREMENTS:
• Obtain NYS Uniform Building Code Certification within one year of appointment.
• Working knowledge of Microsoft Word and Excel programs and other related computerized programs.
• Working knowledge of the principles of supervision.
• Requires travel within the district. May require some travel within NY State to assist other districts with special projects
• Candidate will be trained in the operation and maintenance procedures as related to Asbestos Containing Materials.
• Working knowledge of applicable agency standards and of appropriate building and construction code regulations.
• Working knowledge of safety policies as they relate to the agency.
• Ability to train and supervise others.
• Ability to use tools, machines, equipment and the materials of the mechanical, electrical, and/or building trades.
• Ability to plan and schedule work, including determining staff, equipment, and supplies needed.
• Ability to read and interpret plans, diagrams, architectural blueprints and specifications.
• Valid NYS Driver’s License.
