OR

Transfer: To qualify for 52.6 transfer, candidates must have one year of permanent competitive service is a Grade 23 or higher in a title designated as 52.6 eligible.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 120,000+ individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty.

The Employee Relations Office (ERO) is responsible for the administration of bargaining unit contract agreements with the public employees unions, (CSEA, PEF, NYSCOPBA and Council 82). ERO represents the OPWDD’s Commissioner in the administration of collective bargaining agreements with more than 20,000 state employees. As the Commissioner’s representative in employee relations matters ERO oversees the statewide disciplinary processes of OPWDD employees. ERO answers and resolves grievances that are appealed to 2nd step and beyond. ERO provides advice to human resources professionals related to contract administration issues. ERO offers training to human resource professionals and supervisors in Employee Relations issues such as performance evaluation, grievances, counseling and discipline. ERO meets with representatives from the unions to resolve matters of mutual concern (Labor Management Meetings).

Under the supervision of the Assistant Director of Employee Relations the Human Resources Specialist 3, Labor Relations will be responsible for one or more labor unions and liaison with Governor’s Office of Employee Relations in regard to grievances. This position will also provide direction and advice to staff on problems and complaints raised by union representatives and requests for policy or contract interpretation by facility management. The position will be assigned a primary Developmental Disabilities Service Operations Office (DDSOO) and will be expected to review and approve all proposed disciplinary actions, advocate cases at arbitration and review and approve all case settlements/agreements to ensure consistency of practice. Selected candidate will attend meetings, oversee projects, and assignments and offer advice and strategy on policy-making issues.
