Duties Description Function Description:

The Data Analyst 4 position is a senior Management Confidential position reporting to the Head of the Office of Data Analytics. The duties may include, but are not limited to:

• Be a resource and thought leader to the Executive Office, the Department, and the State on analytical tools and statistical methods that could be beneficial to the organizations.

• Formulate rigorous analytical plans for projects: from the initial business question to the data wrangling stage, through the statistical framework, onto the presentation/interpretation phase, and finally to implementation.

• Organize, lead, and participate in multiple teams of business systems analysts, data analysts, and related staff in their analytical work to ensure the accuracy and usability of results.

• Identify new methodologies and technologies; train staff and Departmental users in their application.

• Serve as a subject matter expert in department data to provide quick answers to data questions needed for urgent decision-making.

• Write and approve memos, reports, calculations, and other results based on work completed by staff before distribution to customers.

• Recommend, hire, and evaluate staff and consultants to support efforts of the Office of Data Analytics.

• Promote the Department and Office mission and policies in a positive manner; demonstrate leadership by modeling good personal work characteristics.

• Comply with Office of Human Resource Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control policies and procedures; adhere to the Department's time and attendance rules and regulations.

Minimum Qualifications
Non-Competitive Minimum Qualifications:

One year of permanent service as a Data Analyst 3 OR a bachelor's degree and seven years of experience in data visualization, statistical modeling, and data mining.

Two years of the experience must have been at a managerial level.


Substitution:

A master's degree in data science, computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year of specialized experience.

A Ph.D. in the above fields may substitute for two years of the specialized experience.
