Duties Description Under the direction of Grants Management and Special Projects (GMSP), the Data Analyst 1 duties include but are not limited to:
• Responding to provider requests for technical assistance as received by email and phone.
• Contacting providers regarding data entry and reporting compliance issues, and assisting with resolution of data entry issues.
• Working with the GMSP staff and OASAS subject matter experts (SMEs) to understand how the data collection supports the scope of work.
• Preparing tables, graphs, fact sheets, maps, and written reports summarizing data analysis results.
• Utilizing Inquiry Reports, Excel, and Oracle analytical tools as needed.
• Working with cross-functional teams to interpret data and support decision-making processes.
• Incorporating the data return process into a process improvement cycle for individual providers on projects, and across projects.
• Assisting OASAS SMEs and provider staff in interpreting and using data analysis results to drive program quality improvement.
• Applying knowledge of statistical methods and data mining techniques to uncover patterns, trends, and insights.
• Providing summaries or reports related to program and client data.
• Reviewing and suggesting improvements to current or planned processes.
• Contacting providers regarding data entry and reporting compliance issues, including monitoring of Profile and Services Inventory (PPSI), and assisting with resolution of data entry issues.
• Extracting and performing analysis of Participant Encounter data and Client Data System (CDS) data to identify data quality issues.
• Working with other divisions to improve/maintain functionality of internal systems.
• Responding to provider requests for technical assistance as received by email and phone.
• Other relevant duties as assigned.
Minimum Qualifications Non-competitive: bachelor’s degree and either: satisfactory completion of a two-year traineeship or two years of experience* in data visualization, and statistical models and data mining tools.
Substitution: A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
Preferred Qualifications:
• Proficiency in Excel, Tableau, and SAS strongly preferred, ArcGIS, and R , knowledge also helpful.
• Experience working with large datasets; including importing, merging data, and validation.
• Comfortable with presenting and explaining data analyses methods and results to both technical and public audiences.
• Able to respond to requests quickly and manage multiple priorities.
* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
