Minimum Qualifications Candidates must be reachable on the Civil Service eligible list for this title or be eligible to transfer via 70.1 or 52.6 of the Civil Service Law with one year of permanent competitive service in the qualifying title.
Please Note: There are multiple non OPWDD titles eligible for 52.6 OR 70.1 transfer into this title, including Health Program Administrator 1, Medical Assistance Specialist 2, and Associate Health Care Management Systems Analyst and Associate Health Planner. In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment:
Candidates must have one year of Permanent Competitive or 55-b/55-c service either as a Program Operations Specialist 1, Health Facility Management Assistant, Mental Hygiene Program Evaluation Specialist 2, Resources and Reimbursement Program Development Specialist 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), Senior Administrative Analyst, Developmental Disabilities Program Specialist 1, or Utilization Review Coordinator.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Preferred Qualifications:
• Proficiency with Microsoft Word, Excel, and Access;
• Supervision experience, either through direct staff supervision or of multi-unit team(s) for development of agency initiatives;
• Demonstrated experience in project management activities, including development and implementation of project timelines; maintaining project work plans; and directing, leading and coordinating project implementation;
• Strong writing, verbal communication, interpersonal, and organizational skills;
• Ability to work independently as well as in a team environment;
• Ability to manage multiple priorities and projects effectively, including prioritizing work plans and work assignments, and meeting deadlines.
• Knowledge of Medicaid and/or Managed Care policies.
Duties Description The Office for People With Developmental Disabilities (OPWDD) Division of Person Centered Supports is seeking an individual to work in the Waiver Unit Managed Care Implementation group. This staff person will have the opportunity to work on various projects supporting the implementation of Developmental Disabilities Individual Support and Care Coordination Organizations (DISCOs).
As a member of the Waiver Unit Managed Care Implementation Group responsibilities of the incumbent may include, but are not limited to, the following:
• Coordination with both the HCBS Waiver Operations/Management Group and Policy Development and Interagency Relations Group within the Waiver Unit, as well as other OPWDD divisions, and the Department of Health (DOH) for the development, revision, project management, and evaluation of the incumbents would be integral in implementing the program operations;
• Assist with the day to day oversight and technical assistance with the contracted enrollment broker, as well as oversight of plan and State outreach;
• Provide technical assistance in all areas of DISCO policies and procedures, for LDSS, DDROs, stakeholders, etc.;
• Assistance in oversight of the DISCO plans, including the COA application process, complaints and appeals tracking, and fair hearings review and tracking;
• Provide training or other presentations to stakeholders;
• Liaison with internal as well as external stakeholders and outside government agencies.
