Minimum Qualifications Formal Qualifications

An Associate’s degree and two years of office experience, preferably in a field such as M/WBE, DBE, EEO, Affirmative Action, or Human Rights. Knowledge of construction processes and experience with contract compliance monitoring is also preferred. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, as determined by the Corporation, may also be considered.

Knowledge/Skills

The successful candidate must be:

• Proficient with office equipment including copier, computer, facsimile machine, calculator and printer;
• Highly proficient in MS Word and databases, able to create and modify documents and templates, and to import/export materials in conjunction with document development;
• Strong analytical and problem solving abilities;
• Detail-oriented, possessing strong organizational skills, initiative and self-motivation, and capable of performing tasks with a high degree of accuracy within prescribed deadlines;
• Experience working in a fast-paced environment with time-sensitive work products;
• Highly proficient in written and verbal communications, with strong grammar, vocabulary and composition skills;
• Able to interact with people in a professional manner.

Duties Description Essential Job Functions

• Review and approve work plans, utilization plans and appropriate contractual language for minority business participation in CWSRF and DWSRF projects in conformance with state and federal requirements.
• Meet with Minority Business Enterprise Officers (MBOs) and loan recipients to provide training and resolve issues. Provide telephone consultations to MBOs to help resolve issues and improve their programs.
• Attend, usually through conference call, prebid, preconstruction, and project conferences to explain and answer questions about state and federal requirements for minority/women owned/disadvantaged business participation.
• Collect, monitor, and report the actual participation of minority/women owned businesses in specific projects.
• Investigate noncompliance of loan recipients, contractors, and consultants and coordinate investigations with state and federal personnel.
• Meet with EFC Staff and affected parties to resolve problems and recommend remedial actions to improve minority business participation.
• Develop and maintain up-to-date records about minority business efforts and performance for each project.
• Prepare regular reports on MWBE-DBE-EEO participation for submittal to governmental oversight agencies.
