Minimum Qualifications Transfer: Eligible for a lateral transfer or a 70.1 transfer or a 52.6 transfer by having one year of permanent competitive service in an appropriate title;

NOTE: Candidates who are currently on the eligible list for the Temporary Assistance Specialist 4 in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.

Duties Description Employment and Income Support Programs is seeking to fill a TAS 4 Director position to oversee the Temporary Assistance (TA) and Home Energy Assistance (HEAP) Bureaus. The Director supervises a unit of 27 staff and has direct oversight of all public assistance and energy policies and programs, which include family assistance, safety net assistance, emergency assistance, homeless and housing programs, federal TANF compliance, energy assistance and domestic violence. The Director oversees all public assistance related housing issues which includes responsibility for public assistance shelter policy including rent supplement programs, shelter litigation, homeless and temporary housing policies, specialized budgeting, CBO contracts for housing and education transportation for homeless children. The Director also provides statewide leadership and policy oversight for 58 local social services districts (including NYC). Statewide oversight includes regulation and directive development, compliance reviews, program monitoring, policy instruction and interpretation, training and local district support.
This is a full-time position and the incumbent will report directly to the Assistant Deputy Commissioner for the Division of Employment and Income Support Programs (EISP).
Additional duties shall include, but not be limited to the following:
• Oversight of TA Bureau and HEAP Bureau.
• Assist in coordination and review of bills, budget, etc.
• Represent EISP in litigation or in public forums.
• Supervise, mentor and provide leadership to staff.
• Develop and interpret TA policy and assist with statewide agenda for TA.
• Comprehensive knowledge of TA programs, policy and procedures.
• Supervise oversight of on-site reviews, analyze findings and produce monitoring reports of district operations.
• Oversee technical and program support to local districts, as well as monitor staff interactions with local districts.
• Oversight of preparing written correspondence and review subordinates work and correspondence.
• Supervise the development and delivery of training materials and other presentations.
• Supervise other projects as assigned relating to both program areas.

Additional Comments Appointment to this position is contingent upon Division of Budget approval to fill. A full-time, contingent permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
