Job Specifics

Minimum Qualifications A Bachelor’s degree and 2 years of experience in information technology or healthcare administration; OR an Associate’s degree and 4 years of such experience; OR 6 years of such experience. A Master’s degree may substitute for one additional year of experience.

Preferred Qualifications:
Knowledge and familiarity with the Title XIX Medicaid Program; knowledge and familiarity with large scale claims processing systems, such as New York’s Medicaid Management Information System (eMedNY); thorough knowledge and familiarity, including at least one year of experience, with Third Party Liability processes and procedures; ability to develop and maintain working relationships with other bureaus within OHIP, other departments and federal agencies; excellent communication skills, including the ability to effectively communicate, both orally and in writing, with others in explaining systems issues and Department initiatives; and ability to effectively manage work on several projects simultaneously.

Duties Description Reporting to the Bureau of eMedNY TPL Unit Team Lead, the incumbent of this position will assist in the operation and evolution of the TPL Subsystem of the NYS MMIS, eMedNY, until the position is ended in conjunction with the retirement of the eMedNY system. The TPL Unit maintains and insures the accuracy of the eMedNY TPL Data Repository, data which is used for eligibility verifications and for claims payment processing. Duties include acting as ongoing liaison with the contractor, other state agencies, local districts, providers and federal representatives, and providing support and assistance as required to facilitate the implementation of Medicaid initiatives. In addition, this incumbent will serve as a Subject Matter Expert (SME) for the Planning and Design, Development and Implementation (DDI) phases of the replacement MMIS system (NYMMIS), and support the transition of operations from eMedNY to the new system. Specific responsibilities and duties will include: Work collaboratively to identify and resolve TPL Subsystem problems and issues to assure that ongoing eMedNY operations are performing efficiently; provide support as needed for eMedNY TPL evolution initiatives, particularly those involving interfaces with the replacement MMIS system, with NYSoH (NYS’s health exchange), and with WMS. Support must include analysis and evaluation of TPL Subsystem processes and interfaces, identification of impacts and appropriate remediation enhancements, reviewing design specifications at the program code level, making and recommending code changes as needed, monitoring development and implementation, reviewing test results, conducting user testing as appropriate, and notifying customer relations of the nature and date of changes.
