Job Specifics

Minimum Qualifications A Bachelor’s degree and five (5) years of experience in information technology or in a healthcare administration role that required interaction with healthcare information technology systems and oversight of system change; OR an Associate’s degree and seven (7) years of such experience; OR nine (9) years of such experience. A Master’s degree may substitute for one (1) additional year of experience.

Preferred Qualifications:
Thorough knowledge and familiarity with Title XIX Medicaid Program and large-scale claims processing systems, such as Medicaid Management Information Systems (MMIS). At least four (4) years of experience managing IT projects including multiple-project integration; ability to develop and maintain working relationships with Stakeholders, including Medicaid provider community, other bureaus within OHIP, other departments and federal agencies; excellent communication skills, including the ability to effectively communicate, both orally and in writing, with others in explaining systems issues and Department initiatives; at least three (3) years’ experience supervising staff.

Duties Description Reporting to the Service Transition Lead in the Division of Operations and Systems (DOS), this position will provide oversight and direction for the evolution of the MMIS including developing systems requirements for budget initiatives, Medicaid Redesign Team (MRT) projects and other projects in the queue. Duties include acting as liaison with the contractor, other state agencies, local districts, providers and federal representatives, and providing coordination and assistance as required to facilitate the implementation of Medicaid initiatives. The incumbent will be the lead for planning the Design, Development and Implementation (DDI) phases of the new Medicaid Administrative Services contractor’s replacement MMIS system (MAS), support the transition of operations from eMedNY to the new system, and monitor risks and issues, responding to escalations, as needed. Specific responsibilities and duties will include: Oversee, direct and coordinate work efforts of the DOS team and contractor staff to support evolution requirements within eMedNY; establish priorities and schedule system projects; ensure portfolio is kept up to date with associated project information/status; work collaboratively to identify and resolve risk and issues; provide expert support as needed for eMedNY evolution initiatives including those affecting the replacement MAS system, NYSoH (NYS’ Health Exchange), and WMS. Support must include analysis and evaluation of change requests, identification of impacts, and appropriate remediation enhancements.
