Job Specifics

Minimum Qualifications Candidates must possess a bachelor’s degree from a regionally accredited college or university or one recognized by the New York State Education Department as following accepted educational practices AND have two years of experience in intelligence analysis or in conducting homeland security, counter terrorism or emergency preparedness analysis and assessment in a law enforcement, intelligence, homeland security, emergency management or response organization. A master’s degree may substitute for one year of the experience.

Duties Description • Assist in ensuring that private sector employees in state airports are prepared to deal with a variety of emergency situations that could arise.
• Evaluate and comment on homeland security, emergency services, and public safety programs and studies regarding airport safety, security and risk conducted by state and national governments and public/non-profit/private sector organizations.
• Plan, organize and conduct analytical assessment of the development and implementation of airport safety, security and risk initiatives and programs. Develop gap and risk analyses, documenting current, expected, and required resources for management review/approval.
• Conduct comprehensive research on homeland security and public security trends at the state, federal and international levels, interacting extensively with agency representatives, subject matter experts, advisory services and legal resources, as relevant. Draft preliminary reports and recommendations based on gathered information.
• Participate in policy planning and development to identify long and short term challenges; explore new solutions for issues that arise and identify best practices for the agency and its programs.
• Evaluate the impact of federal and state legislative programs, mandates and processes on the resources and operations of the agency.
• Develop and utilize research methodology and techniques in areas where precedents are lacking or a sparse body of knowledge or experience exists.
• Plan and conduct analysis of proposals and initiatives specific to airport safety, security and risk. Facilitate the implementation and operation of newly evolving DHSES initiatives and assist in the coordination and operational support of targeted program activities.
• Draft correspondence, policy, white papers, standards, bulletins, advisories, progress reports and study results on targeted topics.
• Assist program managers/partners in developing comprehensive work plans, including purpose, objectives, scope, action plans and tentative schedules.
• Organize, coordinate and facilitate meetings, work groups and training for diverse consumer populations.
• Promote and publicize the overall and targeted airport safety, security and risk management programs offered by DHSES. Conduct community relations/awareness security programs to a diverse population, develop and prepare materials for distribution.
• Act as liaison between DHSES and partner agencies in matters relating to DHSES coordinative initiatives; provide guidance and training to stakeholders.
• Manage projects with moderate risk and complexity. Prepare project status reports and communicate progress with stakeholders.
• Represent the agency at conferences, meetings and in program reviews as appropriate.

Additional Comments • Proficiency in the Spanish language is preferred but not required.
• Experience in classroom instruction, group facilitation and training is preferred but not required.

*These are permanent positions. The appointment is temporary until the position classification has been approved as Non-Competitive at which time the appointment type will change to Permanent.

*Work schedule may vary based on operational need. Travel is required.

Location Pay is $3,026.
