Job Specifics

Duties Description The Plant Utilities Engineer 1 will perform the essential maintenance functions and general operations of the Charles K. Post Addiction Treatment Center’s building systems and will be responsible for the following:
• Boiler maintenance and repair
o Routine general maintenance and repair
o Coordinate with maintenance contractor to ensure all scheduled, maintained and repair is performed.

• Inspection and maintenance of the HVAC systems

• Operates computers which control boiler operations, auxiliary equipment, and HVAC systems.

• May operate and maintain building fire suppression system and fire alarm system.

• Respond to mechanical, electrical, or plumbing calls; troubleshoots and coordinate necessary repairs.

• Serve as the liaison with the Office of General Services and the OASAS Bureau of Capital Management for major repairs and renovations involving the mechanical systems of the building.

• May supervise subordinate staff, including contractors, and other trades staff.

• Ensure that all work orders are complete.

• Attend meetings with leadership, DASNY, and contractors.

• Perform other maintenance related activities as assigned.

Minimum Qualifications Current NYS employee with one year or more of permanent or contingent-permanent competitive service and eligible for transfer via Section 70.1 of the Civil Service Law.

OR
Either 1. Graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program from the U.S. Air Force;
Or 2. Must have been an enlisted machinery technician (MK) with the U.S. Coast Guard OR possession of a certificate as a Marine Engineer issued by the U.S. Coast Guard;
Or 3. Must have been an enlisted power generation equipment repairer with the U.S. Army;
Or 4. Must have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy;
Or 5. Must have a Merchant Mariner’s Document (MMD) and have been a qualified member of the engine department (QMED) as an oiler, fireman/water tender, refrigerating engineer or engineman with the U.S. Merchant Marine;
Or 6. Completion of a New York State Department of Labor registered apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC Mechanic or plant maintenance (refrigeration/AC) (See Note #1);
Or 7. Possession of a High-Pressure Boiler Operating Engineer License or Stationary Engineer License;
Or 8. A bachelor’s degree in Facilities Engineering, Mechanical Engineering, Electrical Engineering, or Marine Engineering;
Or 9. Four years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment;
Or 10. Four years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment;
Or 11. An associate’s degree in HVAC AND two years of qualifying experience as described in EITHER qualification #9 or #10 above;
Or 12. Completion of an HVAC certificate or diploma from a BOCES program (900 hours) OR completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college (See Note #2) AND two years of qualifying experience as described in EITHER qualification #9 or #10 above.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Preferred Qualifications:
HVAC plumbing and supervisory experience.

NOTE: Candidate(s) must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs. Failure to maintain Medicaid/Medicare eligibility will result in the termination of employment.

Additional Comments Salary:
$56,506 - $68,630
Plus $4,000 Location Pay

* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

OASAS Addiction Treatment Centers (ATCs) are tobacco free facilities.

Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR).
