Job Specifics
Duties Description The incumbent will function as the Director of the Department's Bureau of Pesticides Management (BPM). Specific duties will include managing, directing, and overseeing the activities of BPM; developing and implementing BPM work plans; establishing pesticides management program goals, objectives, and policies; providing program recommendations directly to executive management; determining long-range work plans and strategies; developing BPM goals and objectives, and assesses program effectiveness; defining program and project priorities and ensures that managers and staff are performing in compliance with priorities and applicable laws, regulations, policies and procedures; preparing or supervising the development of proposed BPM budgets and monitors expenditures; overseeing or supervising the preparation of federal grant proposals and cooperative agreements; ensuring staff develop and monitor contractual arrangements with vendors performing work overseen by the BPM; developing and overseeing organizational, staffing, and training initiatives; overseeing the preparation of regulations, policies and procedures relating to pesticides; interpreting applicable laws, rules, and regulations and consulting with appropriate department staff, as needed; participating in interagency, interstate and national task forces; representing DEC on special projects and initiatives; and maintaining cooperative relationships with regulated industries, public officials, and the general public.
Minimum Qualifications For Provisional Appointment:
One year of permanent competitive or 55-b/55-c service as a Pesticide Control Specialist 3.
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 27/M2 or higher and: Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website http://www.cs.ny.gov/ and search for your title under GOT-IT.
For Non-Competitive Promotion:
If there are no more than three individuals interested from among the interested qualified applicants, it may be possible to make a permanent appointment via non-competitive promotion.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overtime may be required.
Telecommuting may be available, will be discussed at interview.
