Minimum Qualifications Minimum Qualifications:

• Seven years of experience in designing and developing data warehouse/reporting solutions for large datasets or organizations, including support of business intelligence tools. Experience must include working with end user and management levels in client organization, as well as directing the technical solutioning (i.e., data architects, ETL/ODI developers, data analysts, report developers).

Duties Description Under the direction of the ITS Deputy Commissioner for Technology for the Department of Transportation, the incumbent will be a member of the management team responsible for transforming and modernizing mission critical (Department of Transportation) DOT systems for the agency and the traveling public. The individual in this position will manage a team of Data Architects, Data ETL/ODI Developers, Data Analysts, and Report Developers, leading the effort to develop a data warehouse/reporting solution(s) to meet DOT’s mission critical reporting needs. The position requires strong technical, leadership, and communication skills to negotiate change and clearly articulate complex technical and business concepts to clients and team members, and executives at DOT.

Duties for this position include, but are not limited to:

• Partner with the DOT Data Manager and the ITS Chief Data Office to establish a Strategy and Vision for BI, Data Warehousing, and Data Analytics including a Technology Roadmap to achieve such.
• Partner with the DOT Data Manager and the ITS Chief Data Office to establish best practices alignment and community of practice.
• Establish best practice standards, processes and procedures for development, data management and operational technical support for DOT. This includes both the development of the underlying reporting data structure, as well as supporting the BI/data analytics tools to support agency end user reporting.
• Oversee the agency’s data and reporting needs, and leading technical teams on data warehouse development, real-time data transfers, data modeling, and report development; and assisting the agency with data analysis and , ad hoc reporting, predictive models, etc.
• Determine and recommend products and tools aligned with the ITS Service Offerings that the team would use and become trained in to support the Technology Roadmap.
• Review and maintain ITS Technical Solutions, Policies and Standards; ITS Security Policies and Standards; ITS QA/QC Policies and Standards; Secure Software Development Lifecycle (SSDLC) such as project management/administration, requirements definition, system analysis, system design, development support and operational deployment/implementation support.
o Provide guidance and direction to the team to ensure awareness and understanding
o Determine and resolve team gaps in awareness and understanding
o Provide team oversight for that assignments are aligned with other teams
• Plan, coordinate, and supervise all activities related to the design, development, and implementation of organizational reporting and analytics.
• Collect and analyze data from various sources, and developing a reporting database structure that will allow the agency to identify trends, patterns, and correlations that will support business growth.
• create and maintain data models, databases, and central dashboards to support the agency’s data-driven business decision-making.
• gather, assess, and package data to provide insights that drive business decisions.
• Participate as a key member in the Work Intake and Tracking process to understand Agency needs and business requirements and provide input as to appropriate solutions and assignments.
• Act as the escalation point of contact for the BI/Data Warehouse team for resource constraints, assignment prioritization, communications with DOT and/or Vendors, and forecasting in support of the day-to-day operations of DOT.
• Produce a bi-weekly progress report outlining team assignments including what was done, what needs to be done and timeframes for accomplishing tasks.
• Participate in ITS Deputy Commissioner for Technology for DOT staff meetings.
• Perform the full range of supervisory duties, including reviewing work, providing feedback, and writing and conducting performance evaluations.
