Duties Description • Lead the Storage Administration Team (SAT) by collaborating with the Chief Information Office (CIO) hardware platforms teams while focusing on storage provisioning and data protection, both on premises and in the cloud.
• Maintain inter-site and cloud technologies in support of disaster recovery initiatives.
• Review disaster recovery plans and capabilities ensuring compliance with service level agreements and enterprise disaster recovery goals.
• Respond to audit requests and develop plans to mitigate audit findings.
• Act as liaison to both CIO and the Office of the State Comptroller (OSC) customers ensuring requirements are understood, expectations are established, and deadlines are met.
• Plan and allocate assets and resources to accomplish productivity and quality goals including, but not limited to:
o Managing schedules for implementation.
o Identifying risks and mitigation strategies.
o Providing clear and effective communication to all stakeholders.
• Establish and maintain controls and feedback systems to monitor the operation of the team.
• Monitor and report on work assigned to the team.
• Create new and improve existing systems, procedures, standards, and internal controls to ensure optimum performance.
• Identify risks and propose potential remediation solutions to CIO management and key stakeholders.
• Collaborate with other CIO teams on problem resolution.
• Review the CIO budget to ensure funding is accounted for and available for current and future initiatives.
• Provide oversight of all related team contracts, assets, procurements, product lifecycles, and maintenance renewals and agreements.
• Develop annual staffing/succession plans and foster growth opportunities in the CIO organization.
• Provide oversight and direction to the employees on the team in accordance with the organization's policies and procedures.
• Mentor supervisors’ utilization of evaluations and discussions to maintain organization alignment and prepare staff for advancement opportunities and business continuity.
• Assign work to supervisors, monitor project progress, review major initiatives, and make recommendations.
• Work with supervisors and other technical leaders to manage the team workplan and set priorities for projects undertaken by the team.
• Develop an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
• Provide guidance and empower employees to take responsibility for their jobs and goals.
• Delegate responsibility, tasks, and issue resolution and expect accountability and regular feedback.
• Oversee employee lifecycle tasks such as interviewing, hiring, performance evaluations, training, performance plans, and mentoring.
• Address insufficient employee performance through counseling and seek disciplinary actions.
• Maintain employee work schedules including assignments, staff scheduling, skills development, cross training, telecommuting, and overtime to ensure adequate coverage to complete team assignments.
• Communicate organization and team information through appropriate communication channels.
• Provide constructive and tactful feedback.
• Employ active listening with management, teams, and stakeholders.
• Communicate timely with staff, CIO management, and stakeholders across the organization to ensure OSC objectives and customer needs are adequately addressed.
• Exercise discretion and confidentiality.
Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in leading small teams (More than 2 years to 5 years).
• Demonstrated experience in Project Management (1 year to 2 years).
• Demonstrated experience in Technical Writing (More than 2 years to 5 years).
• Demonstrated experience with infrastructure and operations planning.
• Demonstrated experience with complex hardware infrastructure.
• Demonstrated experience with recruitment and procurement activities.
• Demonstrated experience proactively addressing personnel issues and/or disciplinary actions.
• Demonstrated experience in emotional intelligence.
• Demonstrated experience in both written and verbal communication of information to stakeholders at all levels of the organization.
• Demonstrated organizational management skills performed in a team-oriented workplace.
• Outstanding interpersonal relationship building, employee coaching, and development skills.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
