Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)**
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position:
• Six months of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration.
• The selected candidate must pass a keyboarding test that demonstrates the ability to enter text at a rate of at least 30 words per minute with at least 96% accuracy by completion of probation.
• Advanced placement to the Trainee 2 or Grade 11 may be possible depending on education and experience.
Competitive Minimum Qualifications:
Candidates must have one year of permanent, competitive service at a SG-06 or higher and be eligible for transfer via Section 70.1 of the Civil Service Law. Please note: A keyboarding performance test may be required before appointment.
Appointment may be made at a traineeship level. A new two-year traineeship (Administrative Assistant Trainee 1 & 2, NS=Grade 8 & 10) leading to Administrative Assistant 1, Grade 11, has been approved effective November 8, 2023. Trainees will be required to take four mandatory courses the first year of the traineeship and four elective courses in the second year of the traineeship in four competency areas through the CSEA Partnership, or equivalent offerings through another entity as determined by the agency. All trainees are required to successfully complete all courses before advancing to the Administrative Assistant 1, G-11.
PREFERRED QUALIFICATIONS:
Proficient in Word, Excel, Outlook, and Adobe Acrobat. Must have strong organizational, proofreading, verbal and interpersonal skills, the ability to multitask, demonstrate attention to detail, and the ability to maintain professionalism in a fluid, busy environment.
Duties Description This position will support the functions of the Enrollment and Reinstatement Unit within the Division of Medicaid Investigations (DMI). Job duties include, but are not limited to:
• Intake of Medicaid Enrollment Applications from the Department of Health
• Entry of applications in the DMI FACTS system.
• Prepare case files by performing searches of various databases and upload reports to case files.
• Perform unit correspondence via mail and email.
• Monitor unit mailbox and phone line.
• Intake and track provider appeals.
• Schedule unit meetings.
• Compile and distribute appeals packets.
• Update DMI FACTS system as needed.
• Report Unit denials to the Center for Medicare and Medicaid Services (CMS).
• Work collaboratively with unit staff and management.
• Communicate professionally with other agencies and units within OMIG.
• Perform other tasks to support the division as assigned.
Additional Comments Trainee 1 salary starts at $39,215. Salary is non-negotiable.

**The Department of Civil Service has developed the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS), which is a streamlined program that allows appointment to this title and others without examination.
For the duration of the NY HELPS program, this title, may be filled via permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply.
