Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position.

The qualifications are:

Promotional: One year of permanent competitive or 55-b/55-c service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, Engineering Geologist, or Traffic Systems Technician 2.

Open Competitive: High school graduation or equivalent and six years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work.

Substitution: 30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology, construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description As a Construction Specialist 1 in Region 1 Construction, the candidate will be assigned to Field Inspection, the Regional Materials group, Regional Office Resource Management, Regional Contracts and Agreements, Regional Construction Safety Coordinator or as an Engineer in Charge (EIC). The selected candidate may supervise lower level technicians assisting with this work. Overnight stay, night work, overtime and weekend work may be required. The positions may include the possibility of both short and long term duration travel throughout the Region.

• Field Inspection: The candidate would be assigned to a construction project working under the direction of an EIC overseeing the contractor’s operations to verify that the work is in compliance with the Department’s plans, specifications, and standards. Duties may include performing field inspections, taking and recording measurements, performing concrete and soil tests, collecting and compiling data, preparing and revising drawings, preparing written reports using the Department’s SiteManager reporting software. During the winter months, the candidate may be temporarily reassigned to another Regional group.
• Materials: The candidate would be assigned to various tasks in support of the Regional Materials Group. These tasks include asphalt and concrete plant inspection, precast plant inspection, and testing of various construction materials.
• Regional Contracts and Agreements: Duties include construction contract administration, scheduling preconstruction meetings, monitoring project estimates, reviewing and processing order on contracts, MURK reviews, and monitoring the finalization of projects.
• Regional Construction Safety Coordinator: Monitor construction work zones to assure correct maintenance and protection of traffic (M&PT) setups, workers compliance to safe work practices. Conduct safety meetings. Provide safety and M&PT training and support to regional construction staff. Investigate work zone accidents and complete accident reports. Investigate work zone injuries and complete injury reports.
• Engineer in Charge: The candidate would be assigned to manage a small to mid-size construction project. This would include ensuring that the project is constructed in accordance with Department plans and specifications, and that work is carried out in a safe manner. This could also include the supervision of state and/or consultant inspection staff.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
