Duties/ Responsibilities

Under the supervision of a Program Technology Analyst 1 or 2, the Senior Administrative Analyst participates in and performs professional, analytical, and technical writing and research activities for the development and implementation of programs to enhance the efficiency of information technology (IT) in the state. The individual will participate in efforts to enhance the effectiveness of IT acquisition activities by: advancing programs to expand the establishment of IT standards for the state enterprise; by using and improving the Annual Technology Plan (ATP) and Plan to Procure (PTP) tools and processes to better understand and suggest better ways for state IT acquisitions to be accomplished, and by participating in the development of information gathering and data collection about the state's IT programs as a means of discovering improvement opportunities.

Duties of the position may include, but are not limited to, the following:

- Serve on project teams;
- Participate in the development of internal and enterprise processes and procedures;
- Participate in the establishment of Enterprise Standards and Enterprise License Agreements, based on opportunities discovered from data analysis and from requests received from other sources;
- Participate in the maintenance of the website content related to the program area's activities;
- Participate in the review of ATP, ATP services, and ATP projects;
- Discover and suggest improvements to the program as needed; participate in implementation of improvements;
- Interface with other CIO/OFT resources including IT Customer Relationship Management Services and subject matter experts and state agency survey submitters and provides level 2 support to same;
- Participate in follow-up assessments to measure effectiveness, user satisfaction, deficiencies, potential enhancements, and applicability to other business processes;
- Participate in ad-hoc data collection activities, including surveys and other forms of data collection;
- Review data collection for timeliness, completeness, and adherence to policies;
- Participate in the production of reports and presentation materials based on the data, and in the collection of data and maintenance of performance measures for the program; and
- Participate in both the CIO/OFT internal PTP program and the external (state agency) PTP program.

Minimum/Preferred Qualifications

Open to NYS employees ONLY with one year of permanent, competitive service as a Senior Administrative Analyst, G-18, or reachable on the appropriate Civil Service eligible list.

Candidates who are eligible for transfer under Section 52.6 of the Civil Service Law will also be considered. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in a Grade 16 or higher level administrative title as defined by Section 52.6. Examples of qualifying titles include, but are not limited to, the following: Contract Management Specialist 1, G-18; Administrative Assistant, G-18; Senior Budgeting Analyst, G-18; and Senior Personnel Administrator, G-18.

Candidates with one year of permanent competitive service in a Grade 11 or higher level title that is eligible for Section 70.1 transfer to the title of Administrative Analyst Trainee 1, NS, will also be considered. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grade levels. Examples of qualifying titles include, but are not limited to, the following: Administrative Aide, G-13; Agency Program Aide, G-13; and Labor Services Representative, G-16.

Additional Comments

The salary range above applies to candidates appointed to Senior Administrative Analyst, G-18. The salary for candidates appointed to Administrative Analyst Trainee 1 starts at $37,443 and may be higher depending on candidate's salary at time of hire. Candidates hired into the Administrative Analyst traineeship will be advanced to Senior Administrative Analyst, G-18, upon the successful completion of a two-year traineeship.
