Duties/ Responsibilities

The incumbent will serve as a member and supervisor of a team of technical specialists/auditors responsible for all aspects of the development and maintenance of the bureau’s audit databases and systems. This position will perform the following job duties:

As the lead specialist, perform all duties associated with database administration, including the design, development, maintenance and tuning of the bureau’s relational databases used to support audit systems and fulfill audit project needs;

Direct and participate in the planning and direction of multiple audit system projects, including supervision of technical staff assigned to these projects;

Perform all phases of database modeling and design functions in support of audit project activities;

Install, configure and maintain a variety of database software products, components and tools, including those required for monitoring database operations and performing required tuning and product upgrades, as well as those required for system evaluation and problem identification and resolution;

Develop, establish and enforce database standards and best practices, including naming conventions, performance standards and controls;

Plan and participate as lead programmer in the full System Development Life Cycle (SDLC) process for audit systems, including the analysis, design, development, testing, implementation and maintenance of A&QI’s audit applications and databases, using a variety of development, analysis and documentation tools in which the bureau has invested;

Direct and participate in the planning and implementation of audit systems initiatives as a knowledge expert in various agency program areas, data sources and audit policies and procedures;

Design, develop and test audit software to allow for an independent audit extraction and storage of data to meet audit project requirements;

Design, develop and implement appropriate audit trails for automated audit systems that will allow for the independent review and examination of system activities designed to assess adequacy of system controls and compliance with audit policies and procedures;

Perform querying and programming operations using SQL, PL/SQL and MS Transact SQL in and between MS SQL Server and Oracle environments;

Test the functionality and logic of current OTDA systems edits to determine if they are working as intended and to identify system vulnerabilities;

Participate with Internal Audit in technical and operational reviews to assess effectiveness of system controls;

As the knowledge expert, represent the organizational unit in agency workgroups, meetings and as a member of project teams for A&QI audit systems and OTDA’s systems and data sources;

Configure and administer Application and Web servers, including deploying of applications in a Microsoft environment;

Contribute to the development and maintenance of controls needed to assure data security, backup and recovery, and disaster preparedness for audit systems;

Mentor technical staff in use of 4th generation language development tools, including best practices for analysis and programming, and efficient use of database software;

Communicate regularly with supervisor to provide project status updates, notification of issues and problems, and seek direction where appropriate. Prepares written reports and related documentation as required.

Minimum/Preferred Qualifications

Six years of specialized experience including:

Six years data base administration experience using MS SQL Server, including installation, configuration, maintenance, backup and performance monitoring and optimization.

Six years of application development experience installing, configuring and using Visual Studio.net and related developer products, including Component One software, Visual SourceSafe and Rapid SQL.

Six years experience using SQL, PL/SQL and MS Transact SQL querying and programming tools, including importing/exporting data between Oracle and MS SQL Server databases using SQL Server Integration Services (SSIS) for development of DTS packages.

Six years experience using OTDA data sources, including WRTS, SFARs and QAWP. Experience must include data extraction and manipulation, as well as exporting/importing data between Oracle and MS SQL Server databases.

Six years experience with A&QI audit systems, including Recipient Fraud Matching System (RFMS) and SSI-Maximization system.

Six years experience involved with all phases of the System Development Life Cycle (SDLC) process, including system analysis, design, application development, testing, implementation, maintenance and documentation.

Six years experience developing applications in an audit environment; ensuring systems incorporate proper internal controls and audit protocols.

Six years experience installing, configuring and administering user reporting and analysis software tools, including Cognos software suite and Audit Command Language.

Six years experience installing, configuring and using data modeling and database design tools including ER Studio.

Six years experience mentoring technical staff in the use of 4th generation language development tools, including Visio Studio.Net and SQL Server 2000/2005.

Four years experience installing, configuring and administering Application servers and Web Servers, including deployment of applications in a Microsoft environment.

Four years experience developing with LDAP protocol for securing web applications using SiteMinder.
