Duties/ Responsibilities

This unit is responsible for ensuring that OMH collects its legislatively established State operations revenue target of more than $1.1 billion annually.

The Health Care Fiscal Analyst will be progressively responsible for actively monitoring 18 individual revenue streams that contribute to OMH's collections to ensure that monthly and annual cash targets are achieved.

The incumbent will initiate OMH's monthly Medicaid claiming for inpatient, Disproportionate Share (DSH), salary sharing and Prepaid Mental Health Plan (PMHP), claims to Department of Health (DOH) and manage funds in conjunction with the Division of the Budget.

The incumbent will communicate with the billing systems unit and the operations division and conduct a wide range of reporting and analysis to ensure OMH facility programs are operating efficiently and revenues are being maximized.

This position is ideally suited for individuals who have strong analytical skills and good problem solving skills. Candidates who have experience with, or who have an interest in learning, Microsoft Excel and Access are encouraged to apply.

Minimum/Preferred Qualifications

Please Note: Individuals must be employed by New York State to be eligible for appointment to this position.

Candidates must have permanent status as a Senior Health Care Fiscal Analyst, Grade 18 and be eligible for lateral transfer; OR be reachable for appointment on the appropriate Civil Service eligible list OR be eligible to transfer via Section 70.1 of the Civil Service Law. Section 70.1 allows a permanent competitive class employee, who has at least one year of permanent service in an appropriate title such as Insurance Examiner, Senior Accountant, Senior Auditor, Senior Examiner Municipal Affairs, or Tax Auditor 1 to transfer to a Senior Health Care Fiscal Analyst.
