Duties/ Responsibilities

The Senior Health Care Fiscal Analyst will be assigned to the Control Unit of the Bureau of Primary & Acute Care Reimbursement and will be responsible for administering the yearly pool allocations, including but not limited to, Indigent Care, Dental and Developmental Disabilities, providing guidance to the various D&TCs in New York State regarding all aspects of these yearly pool allocations. The administration of these pools will involve researching applicable laws, developing formulas to allocate the respective awards, and maintaining appropriate electronic worksheets and databases. The incumbent will also be involved with generating documents for D&TCs that will be posted on the Departments Health Provider Network (a secure network) for the individual D&TCs retrieval and review. In addition, extraction of data from the Departments database will be completed for data analysis and budget calculations based on the incumbents understanding of the D&TC cost reports and rate calculations. The incumbent will also be involved in generating text files for loading of rates to the eMedNY payment system and will act as a liaison with the Division of Program Policy Guidance to implement a new Medicaid reimbursement system. The incumbent will also be involved in the redesign of the D&TC cost report for the submission of data to the Department.

Minimum/Preferred Qualifications

Candidates must meet the minimum qualifications for the NYS Department of Civil Service exam for Exam # 20-912 Professional Accounting and Auditing Positions. Minimum qualifications for the exam is as follows:
You must have a bachelors degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses AND either: 1. A current valid Certified Public Accountant license and registration issued by New York State; OR 2. A masters degree in Accounting AND one year full time professional accounting/auditing or financial internal or field audit experience, responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR 3. Two years full time professional accounting/auditing or financial internal or field audit experience as described in #2.
Must have expert knowledge and experience with Diagnostic and Treatment Centers (D&TC), the Medicaid program and with the Ambulatory Patient Group and Federally Qualified Health Center reimbursement concepts; proficient working with Excel spreadsheet software including creating, editing and running complicated macro formulas; good interpersonal and communication skills.
