Duties/ Responsibilities |
The selected candidate will plan, direct and coordinate agency budgeting, expenditure control, finance and business administration activities to ensure that the financial resources under the jurisdiction of the agency are managed properly and in accordance with all applicable laws, rules and regulations. Under the general direction of the Associate Commissioner, the incumbent will plan, direct and supervise the preparation of agency budget estimates, program justifications and workload forecasts as well as monitor agency expenditures and provide staff support to agency program managers and administrators. Duties will also include directing the Rate Setting staff in the administration of the Standards of Payment System, ensuring the interpretation of new or modified program criteria in cost terms and directing the calculated development of rates based on these criteria. In addition, the incumbent will recommend alternative fiscal plans and forecast the adequacy of available fiscal resources to meet the operational needs of the agency; assure agency compliance with laws, rules and regulations related to budgetary issues and be familiar with Executive, Social Service and State Finance Laws. Incumbent should have the skills to provide solutions for complex, sensitive budgetary issues as well as the ability to supervise professional staff. |

Minimum/Preferred Qualifications |
Director Agency Budget Services 2: One year of permanent service in a fiscal management or budgeting position allocated to M2 or higher. |

Additional Comments |
Fingerprinting is required at the time of appointment, the fee is currently $86.50. In addition, screening through the New York State Register for Child Abuse and Maltreatment will also be required, the fee is currently $5. |
