Duties/ Responsibilities |
Working in the Bureau of Outcomes Research, the Research Scientist 2 must have the ability to work with considerable independence in all phases of the research process, with primary concentration in data management, must have strong familiarity with the States Medicaid database systems, experience in accessing and manipulating data elements from the Medicaid datamart; will be expected to participate in all phases of research supporting Medicaid quality improvement and health outcomes, including problem definition, literature review, use of statistical models, complex analysis, and applicable software, manuscript preparation, report writing, and interpretation and reporting of findings; must be knowledgeable and understand statistical, clinical, financial, fiscal and public health models in assessing quality and performance of health plan care delivery and outcomes. The incumbent will be expected to assist in the development and implementation of risk-adjusted rates of Medicaid Managed Care (MMC) health plans using claim-based tools (such as 3M Clinical Risk Grouper Software); use nationally recognized outcome indicators when conducting trend analysis of potentially preventable inpatient admissions of MMC beneficiaries; create linkages between Medicaid encounter data systems and SPARCS inpatient data and investigate discrepancies in health plan reporting patterns; design, execute and communicate with stakeholders' periodic statistical reports on health service utilization and performance, data validations/completeness and other plan performance indicators. The incumbent must be able to manage projects and produce deliverables according to a fixed timeframe. |

Minimum/Preferred Qualifications |
Bachelors degree in public health, epidemiology, statistics or related field and three years of recent professional research experience in healthcare analysis. A masters degree in one of the above fields and two years of professional research experience in healthcare analysis OR a doctorate in one of the above fields. |
