Duties/ Responsibilities

Working in the Bureau of Medicaid Statistics and Program Analysis, the Research Scientist 2 must have the ability to work with considerable independence in all phases of the research process with primary concentration in data management, must have strong familiarity with the States Medicaid database systems;
experience in accessing and manipulating data elements from the Medicaid datamart. The incumbent will be expected to participate in all phases of research supporting Medicaid quality improvement and health outcomes, including problem definition, literature review, use of statistical models, complex analysis, and applicable software, manuscript preparation, report writing, and interpretation and reporting of findings; must be knowledgeable and understand statistical, clinical, financial, fiscal and public health models in assessing quality and performance of health plan care delivery and outcomes; must have the ability to analyze data and evaluate new programs that are designed to improve patient outcomes and control costs; must be able to analyze trends in services and expenditures and describe factors contributing to each; must be able to develop expenditure/savings projections for new programs prior to their implementation. The incumbent will be expected to learn and update software programs that assist Finance Bureaus in Office of Health Insurance Programs understand member service utilization and costs; design, execute and communicate with stakeholders' periodic statistical reports on health service utilization and performance, data validations/completeness and other plan performance indicators. The incumbent will be expected manage projects and produce deliverables according to a fixed timeframe.

Minimum/Preferred Qualifications

Bachelors degree in public health, epidemiology, statistics or related field and three years of recent professional research experience in healthcare analysis. A masters degree in one of the above fields and two years of professional research experience in healthcare analysis OR a doctorate in one of the above fields.
Must have extensive knowledge and experience with Medicaid policy analysis, Medicaid and Medicare health care claims data, and expert knowledge of statistical analysis of Medicaid programs. Expert knowledge of SAS and other programming tools to assess Medicaid encounter data for validity, reliability and consistency, familiarity with other large health-related databases and the ability to link them with New York Medicaid datamart, must have the ability to understand the strengths and weaknesses of each data source and the ability to cleanse the data accordingly.
