Duties/ Responsibilities

The Bureau of State Accounting Operations is responsible for accounting services related to appropriation control records and reporting; State tax and non-tax revenues; expenditures/disbursements; federal grants; warrants and payment records; the day-to-day maintenance of the general ledger system; and preparation of monthly, quarterly and annual cash (budgetary) basis financial statements. Duties may include but are not limited to, the following:

- Using State and Federal laws, rules, regulations and OSC procedures, determines if cash receipt, appropriation or refund transactions are appropriate for entry into the State's Central Accounting System (CAS).

- Assists agency finance and budget personnel with solutions to problems and answers questions relating to the State's accounting procedures, on-line entry of transactions into the CAS, and reports and queries.

-Ensures that accounting transactions are in compliance with special governmental accounting procedures developed and approved for use.

- Provides accounting clerical support and periodically develops and gives a supervisor the results of daily accounting transaction analysis. This information is used to perform account reconciliations, analyze receivable balances and to provide detailed information in the State's financial statements.

- Assists in periodic statistical reviews of accounting adjustment documents (journal vouchers under $100,000) that agencies are permitted to enter directly into the CAS.

- Documents the results of accounting transaction reviews, reconciliations and analysis using generally accepted accounting techniques.

- Demonstrates proficiency with the use and maintenance of data processing applications, including the design, preparation and analysis of summary reports.

Minimum/Preferred Qualifications

Individuals must be employed by New York State to be eligible for appointment to this position.

Interested candidates must be eligible to transfer under Section 70.1 of the Civil Service Law. In order to be eligible for transfer, a candidate must have at least one year of permanent service in a qualifying title within two salary grades of the Grade 9 level.
